Public choice uses methodological individualism which focus on individuals rather than organizations in studying public affairs and considers individuals to be self-interested rather than social or moral. Public choice has both empirical and normative perspectives. The first reveals the factors and mechanism of budget deficit as a government failure, and the latter suggests the institution improvement to cure it. The empirical public choice presents that the budget deficit results from interactions among bureaucrats as budget-maximizers, politicians as vote-maximizers, and taxpayers as utilities-maximizers. The normative public choice proposes the amendment of the constitution to ensure budget balance.

This study was to survey and analyze the cause and results on the policy conflict in local government. Also the researcher suggested directions and alternatives for solving the policy conflict. As a case of analysis, ``Bongmyeong District, Yuseong-gu, Daejeon Metropolitan`` was representative complicated policy that occurred from 2002 to 2004 between the residents, Yuseong-gu, Daejeon Metropolitan City, NGO, Ombusman, BAI(the Board of Audit and Inspection), and Judiciary. The opposite and conflict factors were nearsighted administration of Daejeon, easygoing administration of Yuseong-gu, lookers-on of local assembly, distrust between Daejeon-mayor and Yuseonggu-chief and formal administration of Ombusman and BAI. The various implications for improving alternative dispute resolutions are as follows : long-term planning, procedural rationality, cooperation and trust between local governments, and cooperative political model. First of all is that the interested parties should take part in the policy-making, which is cooperative political model.

The purpose of this study is to investigate the influence of organizational structure, organizational member behavior and organizational environment on the level of authoritarian culture of central government in Korea. The data of this study was gathered from four government agencies(National Police Agency, Ministry of Culture&Tourism, Ministry of Labor, and Ministry of Government administration and Home Affairs). The policy implications based on the analytical results are as follows. First, in terms of the level of authoritarian culture, there was statistically meaningful differences among the government agencies. Second, in terms of the job position, there was statistically meaningful differences among organizational structure, organizational member behavior and the organizational environment. In this regard, in order to mitigate the level of authoritarian culture of the government agencies this study suggests to adopt more strategic approach, considering the job characteristics of each agency, organizational structure, organizational behavior, and the organizational environment.

The KEA(Korean Executive Agency) is designed to apply market principles into government activities and to enhance administrative efficiency, the quality of public services and customer satisfaction. For the successful operation of the KEA, the performance management based on reciprocal contracts and the managerial autonomy at the implementation levels are asked. It is also argued that the success or failure of the KEA depends upon the objective and reliable evaluation system. However, various review papers on the operative outcomes of the KEA since 2001 show us that the evaluation system of the KEA have not worked properly and responded to the rapid changes of related administrative institutions. This paper tries to suggest alternative evaluation system for the KEA after the critical examination of the current system. Several reform agendas for the KEA are recommended in terms of overall performance evaluation system, performance evaluation criteria and the ways of the feedback system of evaluation results.

This Exploratory study focusing on the importance of customer-oriented public administration that has been prominent recently and the current trend which sees public administration aiming at meeting the preferences and demands of customers. The main contents of this study are as follow: 1) I classified customers by concept of customer policy. According to the customer type, I investigated what the factors are that fulfill customers’ demands and increase their satisfaction. 2) I selected sub-parameters of each factor appropriate to the policy marketing by connecting the “4P” concept to the “4C” factors. And then I examined where and how marketing strategy has to be applied through this study.

This research analyzed the formation of Genetically Modified Organisms(GMO) regulation in Korea based on the political circumstances where the social regulation gets accomplished. Generally the social regulation dose not happen easily because the expected benefits of regulation are widely spread whereas the costs of regulation seems to be concentrated on the small groups of the regulated. Nevertheless, initiated by the media``s exposure on the uninformed import of GMO, the movements of NGOs and political entrepreneurs promoted social discussions about safety of GMO, which led to the formation of GMO regulation. This process centered on the political competition about what is appropriate regulatory standard on the GMO. In this competing field, various political actors including the government and related NGOs participated and struggled to take a higher standpoint. The formation of GMO regulation reflects the general features of how social regulation gets accomplished through the policy process. Furthermore, the study confirms that the international norm regarding GMO, created for the global trade system, and the strategic approach of the government to the biotechnology amplifies the dynamics of this process.

The local government is persuading dwellers who oppose to the allurement, with recognizing that a golf course contributes to increasing tax revenues, creating employment, and activating local economy. The local government and the organization related to a golf course are asserting the payment of local tax in at least 700,000,000 won averagely per year and the creation of employment for about 200 persons, when the golf course in the scale of 18 holes is operated. As for the payment of local tax for the year of 2005 by 8 golf courses where are located in Jeonnam, they were paying the local tax in about 500,000,000 won on the basis of 18 holes. The personnel of employment in 18-hole golf course comprises about 150 persons on the average, but many local employees were engaged in an irregular job. The purely local residents are being employed from minimally 30 persons to maximally 50 persons per golf course. It is fact that the allurement of a golf course is contributing to increasing tax revenues of the local government and creating employment to some extent, but differently from the materials of publicity, the tax revenues and the creation in employment were excessively packed and are being utilized for inducing a golf course. As a result of analyzing 9 cases of a dispute about a golf course in Jeonnam area, the administrative factor in public opposition was residents`` distrust in the local government, and the economic factor was the imbalance in social cost and benefit due to a negatively external effect. Namely, a golf course was transferring only costs to many dwellers. The environmental factor was the risk, which intimidates the natural environ ent and the living environment in residents around, due to being constructed a golf course. Aiming to alleviate the public opposition in terms of alluring a golf course, it is required, first, the execution in transparent and neutral administration, second, the preservation for residents`` loss due to a golf course, third, the formation of eco-friendly golf course by residents`` participation, and fourth, the intensive allurement of a company by the local government with low weight in tax revenues of golf course, while the local government with high weight in tax revenues of golf course induces a golf course through rational and democratic procedures.

With the maturation of local autonomy, many local governments is faced with various demands and changes, one of which is to enhance the local residents`` economic incomes and to promote regional developments. In order to cope with the new situation, the local governments are going ahead with the various profit-oriented public projects. This study is to identify influential factors on the promotion of the project, and assess residents`` recognition in Hwasun county. As influential factors, this study focuses on four categories. It is a legal basis, mobilization of financial resources, operational system and residents`` recognition. The survey results shows that in terms of sex, age, occupation, place of residence and educational level appear to be consistently the affirmative to the dog racing project. In order to accomplish successful promotion of the project, local government should have not only various endeavors, but also coping with an opposing public opinion of other regions about the lucky business. The conclusion provides some research implications and future research directions.

This thesis studies on the general perception and specific traits about/of local NGOs in the Chongju areas. Most researches are geared toward large scale NGOs or NGOs active in Seoul, but it explores to understand local NGOs in Chongju, Chungchongbukdo through identifying and analyzing the current characteristics of Chongju NGOs. These NGOs have expanded their activities in the field of environment, social welfare, human rights and labor, youths and women, and unification issues via the wide range of public participation and civil movement. Local NGOs in the Chongju areas have played significant roles in ways of checking and criticizing governments, proposing policy alternatives, and educating the general public in the localities.

This study focus on evaluating the anti-corruption attitude in local government through survey research. To carry out this study, the literature review and field research including interview from residents and civil servants are performed. And statistical methods such as frequency analysis, and correlation analysis are used. Generally speaking, corruption tends to maintain his internal aspects among people consistently. So we cannot take their misbehavoir at that time accurately. If we grasp the circumstances later, we should take a concrete system to anti-corruption in the society. There are three types of the anti-corruption approaches. The first one is institutional approache and the second one is systemic approach and finally the third one is socio-cultural approach. To anti-corruption we should take the harmonize method to gather the three models. The survey research implies that the anti-corruption attitude of residents is very high in corruption to any other cities. But public relations are very low level attitute in this research. So we should increase the strengthen the strategy the anti-corruption policy in local government.

The aims of this study are to analyze the problems in the process of local devolution of 67 social welfare works in 2005 and to suggest how to improve them. For this purpose, the first, the impacts of local devolution on the social welfare administration and the appropriate allocation of welfare works between central government and local government are theoretically discussed through the examination of established studies. The second, several problems like as the time schedule and procedure of local devolution and the grants-in-aid for decentralization, characters of devolution works, service delivery systems etc. are investigated. Finally, this study suggests that specific and feasible policy alternatives including the adaption of grade financial-support system depending on financial capacity of local government and new establishment of welfare grants-in-aid should be considered for improvement of local devolution works.

This paper evaluated the administration of community center of Ulsan Metropolitan City at the time of both August, 2002 and December, 2005. With upon these evaluated records, this paper suggested some developmental policy perspectives and subjects of the community center. First, as a community space for citizen autonomy, the administrative tier system of EupㆍMyeonㆍDong be displaced by the community center. Second, programs and facilities in the community center be effectively managed; namely, maintenance and management budgets of the community center have been burdened to local governments, outsourcing resources with networking of local agents be actively harnessed. And the program be formulated into local characteristics and implemented by participating of variety of local citizens. Third, citizen autonomy committee of the community center be represented by diverse occupations, social, economic, and gender groups of citizens; this committee has entire authority of the administration of the community center; and the members of the committee be selected under the hand of local citizens. Fourth, the community center recruit actively volunteers and makes the most of their activities and abilities. Fifth, the community center be encouraged to the active participation of local civ l organizations. Sixth, as one tactics of being getting stable administering budgets for the community center, this paper suggested that the current administration system of the heads of upper and lower neighborhood association be terminated. And this saving costs of human allowance and fees from delegated administrations can be used for operating budgets for the community center.

The Kilmann-Saxton Culture-Gap Survey approach makes an emphasis on investigating the gap between present and desirable organizational culture, rather than organizational culture at one time. Based on the analytic results, it can be concluded that the bureaucrats of the subway corporation do not recognize the importance of organizational culture fully by showing the low salience with regard to present and desirable organizational culture. The empirical findings show that there are significant differences between present and future desirable organizational culture, which resulted from the demographic variables. The study suggests that the contingent approach considering job and organizational characteristics is more useful in order to manage organizational culture effectively.

The purpose of this policy research is to describe the evolutionary process and the current statistics of governmental Think Tanks in Korea, and to suggest future policy guidelines thereupon. Korean governmental Think Tanks had accompanied many administrative problems despite a critical contribution to a rapid national development of the country. In order to solve those problems, each political regime had adopted appropriate institutional reform policy measures. This research examines those historical institutional statistics of reform policy measures along with analyses of the purpose, the workforce size, the budget size, and the supervisory authorities of individual Think Tanks. Based upon those research results exposed in descriptive statistical analysis, the study summarizes major problems of the lack of independence of Think Tank and the excessive supervisory power of the ministry, the ministry``s egoism and overlapping researches, the outflow of capable researchers, the weakened competition power and the negligence of top policy makers to utilize research products of Think Tank. Followed by in the research is the policy proposals to improve those problems such as the enhancement of Think Tan ``s independence by diminishing ministry``s control span, the reduction of overlapping researches and ministry``s egoism, the recruitment of more productive researchers, the enhancement of overall competing power, the enforcement of top policy makers to utilize research products, and the institutionalization of evaluation system of Think Tanks in Korea.
